v3.9 - Unknown License Error - String was not recognized as a valid DateTime

Problem: When I reinstalled Birds of North America V3.9 on my VISTA computer with Service Pack 1 installed, the program will not start and gives me the error message "Unknown License Error - String was not recognized as a valid DateTime"

Solution: The DateTime that our program looks at in VISTA can be affected by which "language" the VISTA Operating System has been set to IF the language is reset from Control Panel to another base language. In this particular case, an HP version of the operating system came set to "English - Canada" and they reset it via the Control panel to "English - United States."  When they reset the Language to "English - Canada" the Thayer Birding software would then load and operate properly.
